OPR serves the Governor and his Cabinet as staff for long-range planning and research, and constitutes the comprehensive state planning agency. OPR has statutory responsibilities to review general plans, prepare general plan guidelines, consider general plan extension requests, and provide other general technical assistance to planning agencies. In this capacity, the SCH coordinates state and local review of federal financial assistance applications, federally required state plans, direct federal development activities, and federal environmental documents. The purpose of the process is to afford state and local participation in federal activities occurring within California. The Executive Order does not replace public participation, comment, or review requirements of other federal laws, such as the National Environmental Policy Act NEPA , but gives the states an additional mechanism to ensure federal agency responsiveness to state and local concerns. The Federal Grant Administrator helps state agencies, local governments, institutions of higher learning, and nonprofit organizations, find, apply and manage federal grants by working with a statewide federal grant network, which includes a primary point of contact in each state agency, to provide resources and assistance on all aspects of federal grants. The Federal Grant Administrator identifies new funding opportunities and facilitates the provision of in-person and online training to encourage and improve the ability of interested parties to pursue and manage federal grants. The intern worked closely with the Under 2 Coalition, a global subnational climate agreement to reduce greenhouse gas emissions involving governments from 33 countries.

The California Environmental Quality Act CEQA generally requires state and local government agencies to inform decision makers and the public about the potential environmental impacts of proposed projects, and to reduce those environmental impacts to the extent feasible. If a project subject to CEQA will not cause any adverse environmental impacts, a public agency may adopt a brief document known as a Negative Declaration. If the project may cause adverse environmental impacts, the public agency must prepare a more detailed study called an Environmental Impact Report EIR. An EIR contains in-depth studies of potential impacts, measures to reduce or avoid those impacts, and an analysis of alternatives to the project. Third, in certain circumstances, OPR may designate a lead agency.
